Configure scaleout templates for SLB, CGN and VRRP

a10_device_context_id int		[‘1-8’]	Device ID for aVCS configuration
a10_partition str			Destination/target partition for object/command
cluster_id str/required			Key to identify parent object
uuid str			uuid of the object
template_list list			Field template_list
	name str		Scaleout template Name
	bucket_count int		Number of traffic buckets
	device_group int		Device group id
	uuid str		uuid of the object
	user_tag str		Customized tag
