RBA configuration for the access privilege of a group within one partition

a10_partition str			Destination/target partition for object/command
group_name str/required			Key to identify parent object

	object str		Lineage of object class for permitted operation
	operation str		‘no-access’= no-access; ‘read’= read; ‘oper’= oper; ‘write’= write;
uuid str			uuid of the object
user_tag str			Customized tag
