user-data Services configuration only works in shared partition

ansible_password str/required		Password for AXAPI authentication

a10_device_context_id int	[‘1-8’]	Device ID for aVCS configuration
a10_partition str		Destination/target partition for object/command
action str		‘enable’= enable; ‘disable’= disable;
provider str		‘aws’= AWS user-data services; ‘openstack’= OpenStack user-data services;
prevent_autofill bool		prevents use of meta-data to complete user_data configuration
prevent_admin_passwd bool		Prevents admin password from being changed if in YAML config
prevent_admin_ssh_key bool		Prevents admin ssh-key from being added if in YAML config
prevent_user_ops bool		Prevents user from being added command is in user-data
prevent_blob bool		Prevents a10_blob from loading in YAML config
prevent_license bool		Prevents a10_license configuration in YAML config
prevent_webservice bool		Prevents a10_license configuration in YAML config
prevent_cloud_service bool		Prevents cloud-service configuration in YAML config
uuid str		uuid of the object
